बिहटा पंजाब नैशनल बैंक के बैंक प्रबंधक की हत्या मामले का उद्भेदन: आईपीएस अभयानंद

दिन का काम खत्म करने के बाद अपनी मोटरसाइकिल से पटना स्थित अपने घर के लिए निकले। वर्ष 2013 के उस दिन, हमें खबर मिली कि बिहटा और पटना के बीच राजमार्ग पर किसी सुनसान जगह पर, एक अन्य मोटरसाइकिल पर सवार दो लोगों ने उन्हें ओवरटेक किया और गोली मारकर उनकी #हत्या कर दी।
पटना के एसएसपी सहित स्थानीय पुलिस घटनास्थल पर पहुँची और सामान्य आवश्यक कार्रवाई की।
पंजाब नेशनल बैंक के वरिष्ठ अधिकारियों का एक प्रतिनिधिमंडल मेरे कार्यालय में मुझसे मिला और स्पष्ट रूप से मामले का पता लगाने और हत्यारों की गिरफ्तारी की माँग की।

स्थानीय मीडिया इस घटना से काफी प्रभावित था। मैंने
पटना के #एसएसपी को फोन किया और मामले की प्रक्रिया के बारे में पूछताछ की।
मुझे पता चला कि सिर्फ़ नियमित काम हुआ था, और अगर
मामले को यहीं छोड़ दिया जाता, तो यह बिना किसी सुराग के ख़त्म हो जाता।
ज़्यादा से ज़्यादा, पुलिस किसी सूत्र द्वारा कुछ और जानकारी मिलने का इंतज़ार कर सकती थी।

मैंने अकेले ही जांच अधिकारी के साथ बैठकर मामले का विश्लेषण करने का फ़ैसला किया। मेरे दिमाग़ में एक चलचित्र की तरह, मैंने कल्पना की कि शाखा प्रबंधक को दो मोटरसाइकिल सवार उसकी शाखा से लेकर सुनसान जगह तक पीछा कर रहे हैं, जहाँ उन्होंने उसे ओवरटेक किया और उस पर गोली चला दी। मुझे यकीन था कि अगर मैं शुरुआती चरण में ही मकसद जानने के इरादे से मामले की जाँच शुरू करूँ, तो मैं भटक जाऊँगा, क्योंकि मकसद बहुत ज़्यादा हो सकते हैं। किसी भी घटना का सबसे मज़बूत सुराग हमेशा #घटनास्थल और उसके सबूतों से ही मिलता है। किसी भी जाँच में ये दोनों कभी नहीं छूटने चाहिए।

इसे ध्यान में रखते हुए, मैंने मृतक की बैंक से घटनास्थल तक
आवागमन पर नज़र रखने के लिए अपना मानसिक मॉडल तैयार किया। इस रास्ते पर मोबाइल नेटवर्क
को सेवा प्रदान करने वाले तीन मोबाइल टावर थे। हमने तीनों टावरों की गतिविधि का डंप प्राप्त किया और इस उद्देश्य के लिए बनाए गए एक सॉफ्टवेयर
के माध्यम से उसका विश्लेषण किया।

इसके बाद, हमने उसके शाखा छोड़ने और घटनास्थल पर पहुँचने के बीच के समय को नोट किया। इन दोनों घटनाओं को गूगल मैप्स पर मैप किया गया और औसत गति की गणना की गई। हमने यह जानकारी सॉफ्टवेयर में डाली, जिससे सभी मोबाइल नंबर निकले जो निम्नलिखित शर्तों को पूरा करते थे: (1) नंबर शाखा से घटनास्थल तक पूरे रास्ते में चलता हुआ होना चाहिए, (2) औसत गति पीड़ित की गति से मेल खानी चाहिए, और (3) इस दौरान उस मोबाइल नंबर के लिए टावर में दो बार बदलाव होने चाहिए। यह एक बहुत ही प्रभावी मॉडल साबित हुआ। मुझे आज भी याद है, मैंने रात में एकांत जगह पर जाँच अधिकारी के साथ एक मीटिंग तय की थी और एक कंप्यूटर कोचिंग संस्थान से एक सॉफ्टवेयर शिक्षक की सेवाएँ ली थीं। शिक्षक ने सॉफ्टवेयर में मेरे तर्क को कोड करने में हमारी मदद की। वह हर कोशिश के साथ उस तर्क को और भी परिष्कृत करता गया, और कुछ घंटों की मेहनत के बाद, हम 17 प्रासंगिक मोबाइल नंबरों को छाँटने में कामयाब रहे।

हम इस प्रगति से काफी संतुष्ट थे। अगले दिन, हमने उन सभी 17 मोबाइल नंबरों को निगरानी में डाल दिया।
24 घंटों के भीतर, हम उनकी बातचीत के आधार पर सूची को दो नंबरों तक सीमित कर पाए। इन दोनों नंबरों पर अक्सर बातचीत होती थी, ज़्यादातर इस घटना के बारे में और पुलिस उनके कितने करीब पहुँच रही है, इस बारे में। वे इस बात से खुश लग रहे थे कि पुलिस अब तक कोई सुराग नहीं ढूंढ पाई है, जबकि हम बेहद खुश थे कि अब मामला सुलझ जाएगा।

ये दोनों व्यक्ति बिहटा के ही रहने वाले थे। पुलिस ने उनके घरों पर छापा मारा। मैंने #FSL टीम को इस छापेमारी के दौरान मौजूद रहने का निर्देश दिया था क्योंकि मुझे हमेशा लगता था कि वैज्ञानिकों ने घटनास्थल की जाँच पुलिस से बेहतर की है। उस दिन मेरी इस राय की पुष्टि हुई।
संदिग्ध के घर की जाँच करते समय, उन्हें एक गैरेज में खड़ी एक मोटरसाइकिल मिली। मोटरसाइकिल की सावधानीपूर्वक जाँच करने पर उसके मडगार्ड पर खून का निशान दिखाई दिया। यह संदेह करते हुए कि यह खून का निशान मृतक का हो सकता है, उन्होंने मोटरसाइकिल को उठाया और फोरेंसिक जाँच के लिए उसे ज़ब्त कर लिया। खून की पूरी सीरोलॉजिकल और जेनेटिक जाँच के बाद मुझे बताया गया कि यह #मृतक के खून से बिल्कुल मेल खाता है।

अपराधियों की सफलतापूर्वक पहचान करने के बाद, हम मामले के मकसद की जाँच में लग गए। हमने शाखा के सदस्यों के साथ बैठकर पता लगाया कि ये दोनों व्यक्ति दोस्त थे और उन्होंने शाखा से ऋण लिया था। ऋण चुकाने को लेकर शाखा प्रबंधक के साथ कुछ मतभेद थे, जिसके कारण यह घटना घटी।

अगर हमने पहले मकसद जानने की कोशिश की होती और फिर हत्यारों को ढूँढने की कोशिश की होती, तो यह एक बेतुका काम होता। मामले का खुलासा बहुत ही शानदार तरीके से हुआ। हम हत्यारों को गिरफ्तार कर सके और उन पर मुकदमा चला सके।

Modern techniques in modern times 

The branch manager of the Punjab National Bank in Bihta 
left for his home in Patna on his motorbike after finishing 
his job for the day. In the twilight of that day in the year 
2013, we got the news that he was overtaken by two men 
on another motorbike, somewhere in an isolated place on 
the highway between Bihta and Patna, and was shot dead. 
The local police, including the SSP of Patna, went to the 
place of occurrence and carried out the usual necessary 
actions. A delegation of very senior officers from the 
Punjab National Bank met me in my office and obviousiy 
demanded detection of the case and the arrest of the 
murderers.

The local media was ablaze with this incident. I called 
the SSP Patna and enquired about the process of the case. 
I got to know that only routine work had been done, and if 
the case was left at this, it would just end in no-clue case. 
At best, the police could wait for some source to come up 
with some more information.

I decided to sit down with the IO, all by myself, to analyse 
the case. Like a movie in my head, I visualized the branch 
manager being tracked by the two motorcyclists right from his 
branch to the deserted place, where they overtook him and 
fired a shot at him. I was sure that if I started investigating 
the case with an approach to find motives in the initial stage 
itself, I would get lost, as motives could be too many. The 
strongest clue of any incident, is always found at the place of 
occurrence and the exhibits thereof. These two should never 
be lost in any investigation.

Keep this in mind, I drew up my mental model to track
the movement of the deceased from the bank to the place of 
occurrence. There were three mobile towers catering to the 
mobile network along this route. We got the activity dump 
of all the three towers and analysed it through a software 
that was created for this purpose.

Next, we noted the time between the event of him leaving 
the branch and the next event of him reaching the place of 
occurrence. These two events were mapped on Google Maps, 
and an average speed was calculated. We fed this information 
to the software, which churned out all the mobile numbers 
that met the followingconditions: (1) the number should be 
in motion for the entire route from the branch til the place 
of occurrence, (2) average speed should match that of the 
victim, and (3) there should be two changes in the tower 
for that mobile number during this duration.

This turned out to be a very effective model. I still 
remember, I had fixed up a meeting with the Investigating Officer in a secluded 
place in the night and had called in for the services of a 
Software teacher from a computer coaching institute. The 
teacher helped us code my logic into the software. He went 
on to refine that logic more and more with each attempt, 
and after putting in an effort for a few hours, we were able 
to shortlist 17 relevant mobile numbers. 

We were quite satisfied with this progress. The next 
day, we placed all those 17 mobile numbers on surveillance. 
Within 24 hours, we could refine the list to two numbers 
based on their conversations. These two numbers had 
frequent discussions, mostly about this incident and how 
far the police was getting near them. They sounded happy 
that the police had not been able to find any clue thus far,
while we were extremely happy that now the case would 
be cracked. 

These two men were residents of Bihta itself. The police 
raided their houses. I had instructed the FSL team to be 
present during this raid since l always felt that scientists 
did a better job at examining the place of occurrence than 
policemnen. This opinion of mine was reaffirmned that day. 
While examining the house of the suspect, they found a 
motorcycle parked inside a garage. A careful examination of 
the motorcycle brought out a blood mark on its mudguard. 
Suspecting that the blood mark could be of the deceased, they 
lifted the motorcycle and seized it for forensic examination. It 
was reported to me after a complete serological and genetic 
examination of the blood that it was a perfect match with 
that of the deceased.

After successfully identifying the criminals, we went into 
the motive of the case. We sat down with the members of 
the branch to locate that these two persons were friends 
and had taken a loan from the branch. There were some 
issues with the branch manager on the repayment of the 
loan which culminated in this incident.

Had we started by first trying to figure out the motive 
and then trying to find the killers, it would have been a wild 
goose chase. The case was wonderfully detected. We could 
arrest the killers and put them on trial.
